In this final and third part of Facts4EU.Org’s latest series analysing NATO’s defence figures published last Monday (21 Mar 2023), we reveal how none of the EU’s top five economies have stepped up in the last eight years since Putin’s first illegal invasion of Ukraine.

Germany and other countries in the EU have made bold statements, but none has come close to meeting the NATO minimum spending target they all signed up to back in 2014, at the key NATO summit in Wales.

Brussels and the EU capitals are good at talking

When it comes to defence, serious money has to be spent in order to have any demonstrable military capability. Eight years ago in Swansea when NATO leaders met following Vladimir Putin’s first illegal invasion of Ukraine, a decision was made that all NATO members should increase their spending on defence to a minimum of 2% of GDP.

What our analysis shows is that despite having over eight years to do this, not one of the EU’s top five economies has stepped up to the mark.

The United Kingdom was always the outstanding European performer on defence and – “despite Brexit” – it has continued to be so.

Germany’s lack of military hardware

The overall percentages for defence expenditure as a proportion of GDP can mask some harsh realities. Brexit Facts4EU.Org drilled down and analysed the amounts spent on actual equipment.

In Germany for years – many of which were presided over by its Defence Minister, now EU Commission President Ursula von der Leyen – the expenditure on actual hardware has been very low. This helps to explain why Germany has had planes which couldn’t fly, tanks that could go nowhere, and troops without basics such as rifles or cold weather kit.

In the defence industry it takes years for investment in military hardware to translate into equipment of use in fighting a potential enemy. NATO’s secondary target is to spend at least 20% of the defence budget on equipment. The UK has consistently met this target whilst Germany’s performance has been decidedly ‘sub-optimal’.

In the last nine years the UK has devoted proportionately almost 60% more than Germany to its defence equipment budget.

Observations

We know that many of our readers take an interest in defence matters. For newer readers, we should like to reiterate that Facts4EU.Org has always argued that the UK’s defence budget target should be at least doubled, to 4% of GDP.

Liz Truss, in her brief tenure as Prime Minister, promised to raise it to 3%. Rishi Sunak has now reduced this to 2.5% but there is no indication when this target might be delivered.

In short, we remain dissatisfied with the Government’s commitment to our armed forces in an increasingly dangerous world. That said, our report above (and the preceding Part One and Part Two) shows the relative performances of the EU compared with the United Kingdom. The UK has consistently outperformed the EU on defence and looks set to continue to do so.

Never once have we read any words of gratitude from the EU Commission for the UK’s role in continuing to help to protect Europe – before and after Brexit. Yes it is obviously in the UK’s interests to exert its defence capabilities further than its own shores, but many British operations have been taking place across the EU’s eastern and southern flanks which go beyond the requirement to protect the United Kingdom itself.

We can’t help feeling a simple “Danke schön” from Frau von der Leyen would not go amiss.

We must get reports like this out there

Reports like the one above take far longer to research, write and produce than many people realise. If they were easy, readers would see other organisations also producing these daily.
